The film follows the story of Lawrence Cromwell, played by Warner Baxter, who is appointed as the Secretary of Amusement by the President of the United States. Cromwell's task is to boost the nation's spirits during a time of economic hardship, and he assembles a team of talented performers, including Shirley Temple in her breakthrough role, to put on a series of musical and comedic acts that will entertain and uplift the American people. The film features a variety of musical numbers and performances.
